Thomas S. Garlick

COUNSEL

Thomas S. Garlick focuses his legal practice in the area of real estate development. Tom assists clients throughout New Jersey with land use, zoning, and redevelopment projects. He also advises clients in connection with obtaining property tax exemptions, including Payment in Lieu of Tax (PILOT) agreements under the Long Term Tax Exemption Law, and tax credits under the NJEDA’s Aspire Tax Credit Program.

Tom regularly represents property owners and developers before land use boards and governmental agencies related to residential/multifamily, commercial, mixed-use, and industrial developments. In addition, he also represents municipal land use boards. Apart from real estate development, Tom has represented clients through all stages of real estate transactions, drafting leases and litigating landlord/tenant disputes, and has represented municipal governing bodies in New Jersey.

Prior to entering private practice, Tom served as the judicial law clerk to the Honorable Joseph R. Rosa, Jr., J.S.C. at the Superior Court of New Jersey, Bergen Vicinage.

Tom received his Juris Doctor degree from St. John’s University School of Law and his Bachelor of Arts degree, cum laude, from Muhlenberg College.
